The girl is now in her mid-20s, Ramapo Detective Lt. Mark Emma said Friday.

The woman came forward March 19 to file a complaint against Kohn, who runs a video business in Monsey that covers events for businesses.

“This happened over three years when she was between 12 and 15,” Emma said. “I wouldn’t question the motive of any victim who decides to come forward.”

Emma said there is no statute of limitations on sex crimes. The sexual-conduct charge is applied when the alleged abuse lasts at least three months.

Authorities would not say how the suspect and the woman knew each other.

The reason for the high bail from Justice Rhoda Schoenberger was because he uses two names, police said. The judge set bail at $5 million bond or $1 million cash.

His legal name is Avraham Perl and he has lived in the Monsey community for 30 years, said his lawyer, Kenneth Gribetz. He is married with three adult children.

Gribetz said his client will plead not guilty and will provide the court with documentation showing his legal identity.

“We will review the facts and circumstances of the case when the police and District Attorney’s Office provide us with the details,” Gribetz said.

Emma said anyone with information can call the Ramapo Police Department at 845-357-2400 and ask for the detective bureau.

Comment on You know I don’t get how they are supposed to be so religious, yet they can bring themselves to do these things they do. But yet they have rules they can’t talk to women or they can’t be out after dark, so how is they only follow part of their religion and do these things. Like the lady who ran her little girl over in her driveway and killed her and didn’t go to jail, or did they ever punish the man who was responsible for that poor man who prayed out of his circle when they tried to burn his house down and kill him. I don’t get it there are laws and everyone is supossed to follow them but most people don’t and most people get away with it to. So my question is why do we have laws, when most people don’t follow them and most of the time they are never enforced either. EX. fines for littering and people do it but when you tell the cops they say they can’t do anything they ddin’t see it and even if they did they still don’t and that aggravates me to no end.Just say get rid of laws they don’t do any good do they they. Check out my blog at I am going to make a difference if it is the last thing I do. Oh, I have to add this if we have laws, then everyone should follow them,  and no one should be excluded for having to follow the laws, I don’t care who you are, you live in a world with laws everyone needs to abide by them, not just certain people. Think of it this way if one person murders someone and goes to jail and another person does it and gets away with it what kind of example are we setting for our kids. Did anyone ever think of that. Your kids are you, and what I mean by that is that if you do something you don’t want your kids to do it, then they will think, well if it is Ok for you to do it then so can I.
